A government derives its legitimacy from the consent of the governed.
Through decades of repression, political imprisonment, censorship, torture, and violence against peaceful protesters, the Islamic Republic has demonstrated that it does not represent the democratic will of the Iranian people.
The Iranian people are not the Islamic Republic.
Like all people, they possess the inherent right to determine their own political future through free and fair elections, representative government, and the rule of law.
Therefore, we call upon the United States Congress to:
• Affirm that the Islamic Republic does not represent the democratic will of the Iranian people.
• Recognize the Iranian people's right to determine their own political future through free and fair elections.
• Support the Iranian people's right to establish a democratic transitional authority and future government of their own choosing.
• Encourage the President of the United States to review and reconsider the recognition of the Islamic Republic as the legitimate representative of the Iranian people.
• Reaffirm that the United States stands with the people of Iran in their pursuit of freedom, democracy, human rights, and national self-determination.
The future of Iran belongs to the Iranian people.
